The US Army Tenant/Garrison Contracting Division contracted with AECOM Technical Services, Inc. to provide FUS and PRISMS services for Aberdeen Proving Ground Directorate of Public Works (APG DPW). AECOM subcontracted with Spatial Engineering, Inc, who subcontracted with VanJoh to provide the services in accordance with the Scope of Services entered by the parties.  

The purpose of this program was to gain control of an outdated Real Property Inventory (RPI). APG recognized that in order to properly organize, maintain, update, and report RPI data, a Real Property Management System with a graphical interface and the ability to include current accessible floor plans was necessary for implementation. The generation of accurate Net Usable vs. GSF ratio’s from FUS surveys provide the raw data in greater detail at the room level than was achieved through General Fund Enterprise Business System (GFEBS). PRISMS is a tool that allows facility managers to combine existing and new CAD data with RPI data to visualize a more holistic view of how the APG community utilizes its space. In addition, PRISMS allows APG to provide a more accurate RPI to compare and update GFEBS (the RPI database of record,) and without a continued effort to refresh facility and organizational data as it changes, no program will be successful. PRISMS is a Real Property Management tool, however, there are several entities that depend on PRISMS as a source of information such as the Engineering Division (Project Completion Package As-Builts), Environment Division, Safety Department, Fire Department, Operations Management Division (as-built sketches) and others.

These FUS and ePRISMS services were provided to DPW’s Master Planning Division.


VanJoh’s methodology consisted of providing DPW at Aberdeen Proving Ground with the following services:

  • Facility Surveys to create CADD floor plan layouts. These surveys were conducted to capture all necessary information to create a complete architectural floor plan of the facility. These floor plans will be used for the bases of future facility designs as wells as the foundation for the ARMY’s Space Planning System (ePRISMS). Information is collected through the use of handheld digital measuring devices and converted into Microstation V8i CADD drawings.
  • Conduct Real Property Studies to gather data for the ARMY’s Space Planning System (PRISMS). These studies are performed to gather man power and usage data about the facilities. This information includes how the building is being utilized and occupied. This data is entered into the PRISMS System to generate reports on a Facilities Utilization.
  • Support to reconcile RPI data in GFEBS.  Following the entry of data into the PRISMS distributed system (Laptop), Real Property data was calculated and summarized for input to GFEBS.  The following data was updated into GFEBS; rental and pooled net and gross space values, inspection dates and utilization rates.
  • Provided support to  monitor and retrieve data from resources other than field surveys that provide pertinent data to the PRISMS system such as data from: assignment-reassignments, space studies, facility use investigations, and space requirements investigations, needs assessments, major rehabilitation and renovation data, project completion packages, record drawings and tenant activities.


          • Created/Updated 455 Facility CADD Floor Plans.
          • Surveyed 9.5 Million GSF of facilities (455 Facilities) for Real Property Space, Man Power and Usage Data.
          • Entered into the ePRISMS system 9.5 Million GSF of Facility Real Property Data.
          • Prepared Facility Utilization Reports on 455 Facilities (9.5 Million GSF).
          • Updated Real Property Data into GFEBS for 455 Facilities (9.5 Million GSF).
          • Populated ePRISMS with photos for 455 facilities.
          • Ability to accurately update real property inventory (PRISMS/GFEBS).
          • Efficient determination of the locations of any/all organizations at APG.
